For Developers, Landowners, Builders or Investors who want to submit property for NRAS approval

For those wanting to build rental housing and access the NRAS incentive there are two strategies available:

  1. Participants can build the dwellings and hold them receiving the income stream of rent and NRAS incentive in addition to profiting from the capital gains of the property.
  2. Participants can build and then sell the properties with the NRAS incentive attached.

Eligibility

The incentive is available to nearly all dwelling types such as houses, apartments, villas, flats, town houses and the like.

For the purposes of the National Rental Affordability Scheme, a dwelling must either:

  • not have been lived in as a residence or
  • not have been lived in as a residence since having been made fit for occupancy where otherwise the dwelling was recognised as being uninhabitable or
  • if it has been converted to create additional residences, then a part of the dwelling or building that is capable of being lived in as a separate residence must not have been lived in as a separate residence

Rehabilitated dwellings will be considered under the Scheme where rehabilitation leads to a net increase in the number of dwellings.

Many State and Local Governments have provided generous planning incentives where NRAS approved dwellings are to be built, and are under pressure to relieve the housing affordability crisis in their respective areas and so are more willing to hear nonconforming proposals that involve NRAS dwellings.

How It Works

Application for NRAS incentives and the buying and selling of NRAS registered properties must be through a compliant entity. National Housing Group has developed a structure which allows access to NRAS incentives for landowners, builders, investors and developers who would not otherwise be eligible to apply. Additionally the structure allows participants to buy and sell NRAS registered properties.

National Housing Group forms a Non-entity Joint Venture with the participant which allows for the simple flow through of the full tax incentive to the owner of the property. Central to this structure is that National Housing Group as an approved NRAS participant allows for the property to be bought and sold while still meeting all compliance criteria.

The Application

National Housing Group provides skilled and practiced consultants to prepare your application. For an application to be eligible for assessment significant analysis and documentation in support of a project must be furnished. As the allocation of NRAS incentives is a competitive selection process, applications require a substantial degree of resources and expertise to provide the best chance of being allocated the NRAS incentives. Due to the extensive resources National Housing Group puts into preparing an application a non-refundable cost recovery fee of $100 (plus GST) is payable per dwelling (reducible for larger projects) for lodging the application.
